Tóm tắt
Rapid globalization and accelerating urbanization require cities not only to expand infrastructure and public services but also to transition toward sustainable development by improving resource efficiency, reducing emissions, and enhancing social equity. Smart cities have thus emerged as a dominant paradigm, emphasizing the use of information and communication technologies, big data, and IoT-based systems to optimize urban operations. However, existing research cautions that technology-driven approaches often fall short without corresponding institutional and planning frameworks. Studies highlight that institutional structures, governance processes, and policy arrangements are decisive in determining whether smart-city initiatives effectively support long-term sustainability. This underscores the foundational role of planning and institutional design in linking technological solutions with broader sustainability objectives. In this study, a systematic review of the literature is conducted to synthesize current perspectives and identify the institutional and planning mechanisms required to guide smart urban governance toward genuinely sustainable, inclusive, and resilient urban development.
