Enhancing cost control in Vietnam’s Urban railway projects through digital transformation and transparency mechanisms

Currently, cost overruns critically challenge Vietnam's urban railway projects. This study investigates how digital transformation and transparency mechanisms enhance cost control, with a specific focus on the mediating role of risk management. Analysing survey data from 106 construction experts using SPSS 26.0 software, the findings reveal that while both factors are vital, their effectiveness is channelled through strengthening cost risk management capacity, which emerged as the most significant predictor. The study consequently proposes an integrated Digital-Transparency Framework, comprising four synergistic pillars: technology, transparency, organisational capacity, and institutional policy. This framework provides an actionable roadmap for mitigating financial risks, ensuring accountability, and achieving sustainable cost control in Vietnam's public infrastructure investments.
