Abstract

The article presents the concept and importance of flood planning level in urban planning, particularly for coastal cities. Flood planning level is determined based on hydrological calculations to ensure safety against flooding caused by rain, river floods, tides, and sea level rise. In practice, determining flood planning level in coastal urban planning projects in Vietnam still faces many shortcomings: the lack of unified survey data, the absence of a standardized calculation procedure, and the insufficient integration of climate factors. The selection of design frequency according to urban classification is not yet appropriate to the pace of urban development and upgrading. Many projects still rely on outdated data or reference water levels at typical locations without verification through specific hydrological modeling. The author proposes several areas for further research and improvement of hydrological calculation methods toward a more scientific, consistent, and flexible approach that adapts to climate change and sea level rise scenarios, thereby enhancing the effectiveness of urban planning and management toward sustainable development goals.
